Keyboard/input help doesn't speak punctuation keys when speak punctuation is disabled #977

Even when speak punctuation is disabled, punctuation keys should still be spoken by keyboard/input help.

Str:

  1. Ensure that you are using eSpeak.
  2. Disable NVDA's speaking of punctuation.
  3. Activate keyboard/input help with NVDA+1.
  4. Press semicolon (;).
  5. Expected: "Semi" should be spoken.
  6. Actual: Silence.
