NVDA doesn't know some punctuation symbols used in Spanish

Description

When I move through the text character by character, NVDA doesn't
read the punctuation symbols ("¡") and ("¿") (ASCII codes 161 and 191) when
the cursor reaches them. These  symbols are used in  Spanish but not in english. Some modifications to the file characterSymbols.py are needed.

The Spanish translator(s) need to provide a Spanish symbols.dic now that #332 is implemented. These symbols can be included therein.
