Note that we define shorter names by default for English punctuation; e.g. tick for apostrophe, etc. Could this not be done for other languages as well or are there no standard "short" names in some languages?

there aren't standart. we also cann't force user to learn our punctuation labels (if we will provide short in the translations).

p.s. it is not related to this ticket, but i thing we need add many of unicode characters to nvda processing, for now the number of characters is really small. let's sort out what we want to have with punctuation processing, do you thing option just switch on/off punctuation is quite enough?

Users seem to be hacking the locale symbols.dic, which is bad. We probably won't manage a GUI for 2011.2, but it seems we need to at least make it user configurable for this release.

I think there are two different issues here. In one case people would like to make what is said for a character, more local than just english. IE hash is always what the # was called in the UK, and I like it that way.
The other configuration seems to be which symbols are in which category. IE for things like the bullet, this can be really tiresome if you have the punctuation set to some, in a web browser as many lines of text are preceeded by a bullet.
However if you are doing things like reading a doc file, it might be nice to hear, bulleted list, but then not hear the word bullet each time a line is spoken.

As you say, editing the main local file is somewhat dodgy, and I wondered if, pending a gui, a file could be provided that if present, was used instead and would not be overridden by installs.
