We should timestamp the authenticode signatures on NVDA executables so that they can be used even after the certificate expires. We did this in NVDA 2009.1 through 2010.2, but this was missed when we moved to building packages with SCons in 2011.1.

c1fb32f allows a timestamping server to be passed to SCons. The official automatic build script has also been updated accordingly.
