Regression of fix to very slow system menu in IE 8

Description

When alt/space is pressed in IE 8 the response is once again slow, and it gets worse when you attempt to cursor up and down the menu. See attached log fagment from recent snapshot. Works OK in 2011.1.1

Introduced somewhere between 4263 which worked, and 4271 which is slow.

The main slowness is in cursoring through the list, not the invocation of the menu itself.

Note present in 2011.2 beta 1 as well
